Like other financial institutions, Capital One will handle all cases fairly under the guidelines that have been issued by the Financial Ombudsman. Under these guidelines the company will undertake to give a decision on your case within 8 weeks of receiving your original PPI complaint. Before then you will normally receive an acknowledgement letter confirming they are looking at your PPI claim shortly after you send it to them.

You can either write using a  Capital One  PPI template letter or use the Financial Ombudsman’s PPI claim form.

You need to claim by August 2019 PPI from Capital One and you do not still need to be an existing customer. Capital one are particualrly known as a credit card provider and it is quite possible that if you had a Capital One card then you had Capital One PPI.
